Each Contracting Party shall, as regards the Making of Investments in its Area, endeavour to:

• (a)  limit to the minimum the exceptions to the Treatment described in paragraph (3);

• (b)  progressively remove existing restrictions a ecting Investors of other Contracting Parties.
